The Department of Justice and Community Safety is seeking an Intelligence Officer to provide administrative support and other critical functions around the gathering, analysis and reporting of data to the Intelligence team within Emergency Management Victoria.

About the Business Unit

Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

The purpose of the Operational Coordination business unit is to lead the emergency operational coordination in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.

EMV's intelligence team is based at the State Control Centre (SCC) and supports the Emergency Management Commissioner (EMC) by providing timely, relevant and actionable intelligence to support evidence-informed decision making and planning to ensure safer and more resilient communities.

About the Role

Members of the intelligence team may work across various intelligence functions at the SCC, including monitoring and situational awareness, operational or strategic intelligence analysis and intelligence enhancement roles. Your duties will involve providing intelligence necessary to support the overall state intelligence picture, including:

  • The collection of information on the current and forecast state-wide situation through the observation and monitoring of operational intelligence platforms, including but not limited to EM-COP, Computer Aided Dispatch (CAD) data, Incident Management Systems (IMS) and open-source social media platforms.
  • Processing of that information into timely, accurate and relevant intelligence and Organising and displaying that intelligence in the form of a Common Operating Picture (COP) so that it is relevant and accessible to the sector.
  • Supporting the Senior Intelligence Officers and Lead Intelligence Officer on shift with other intelligence-related tasking based on need and operational capacity.

About you

To be successful in this role, you will have:

  • Demonstrated knowledge of Victoria's emergency management arrangements is desirable.
  • Understanding of the State's Command and Control arrangements that operate within Victoria is desirable.

Qualifications

  • Tertiary qualifications in an appropriate discipline are highly desirable.
  • AIIMS qualifications will be highly regarded.
